The guide applies to all low to high community impact film/video/photography projects within Cary’s corporate limits with the exception of bona-fide news media coverage or breaking news, entertainment, sports, or other special events. Also exempt are photographers and videographers whose activities do not restrict citizens from public areas and facilities, and whose equipment is no more extensive than a camera and single tripod—thus, no community impact. An example of this is a senior and/or family portrait.
