Special uses are generally compatible with other land uses permitted in a zoning district, yet because of their unique characteristics or potential impacts on the surrounding community, require individual consideration. This consideration allows the Town to impose individualized conditions to ensure that the use is appropriate at a particular location. The special use process requires a single public hearing in front of the Town Council and takes about three months to complete.
The Special Use process is a quasi-judicial process, so contact with the Town Council prior to the public hearing is prohibited.

Procedures
- Pre-Application Conference
A pre-application conference is not required, but highly recommended before an application is filed. To request a pre-application conference visit the on-line plan review portal to complete an application and upload sketches and supporting documentation.
- Public Hearings
A single public hearing is required. The Town Council holds this hearing.
- Town Council Decision
After reviewing Planning and Development Services staff report and recommendations and hearing from the public, the Town Council makes a decision. A simple majority of the council decides the approval or denial of the Special Use request.

Who May File Special Use Requests
Special Use requests may be initiated only by the owner of the lot on which the use is to be located, an agent, lessee or contract purchaser specifically authorized by the owner to file such application.
