What is a Committee?

An advisory board can form an official committee of their board to work on specific projects. The committee should consist of less than a quorum of the parent board.

 Operational Standards

  • A Chair is appointed by the parent board when formed.
  • Meetings are scheduled in advance and a public notice is posted in accordance with the open meetings laws.
  • A purpose is determined by the parent board.
  • A note will be included on the parent board’s webpage with the committee’s name, purpose, and members.
  • Following each meeting, committees will provide a written summary of their meeting to be published in the agenda & minutes portal.
  • Committees report back to the parent board and may provide a recommendation on behalf of all committee members.
  • Staff members are not expected to attend meetings of the Advisory Board Committees unless prior arrangements have been made.
  • Depending on availability, conference rooms at Town facilities may be reserved for meetings.
  • The agenda will not include a public speaking portion and members of the general public should not have an opportunity to speak during the meeting.

Expectations of Committee Members

  • Communicate the meeting notice to the Clerk’s Office at least 72 business hours in advance.
  • The Chair is responsible for providing a meeting schedule and written summary to the appropriate staff member, and may provide a report to the parent board during parent board meetings.
  • A general summary of the meeting should be provided to the parent board Clerk within 30 days and should capture the following:
    • Attendance
    • Beginning and ending times
    • Approximately 1-3 sentences for each topic of conversation
    • Any commitments made by members
  • At the conclusion of the work of the Committee, the parent board should disband the Committee.

Expectations of Staff

  • Clerk’s office publishes notice and sends committee members a calendar entry as a reminder of the meeting.
  • Parent board Clerk uploads summary to Agenda & Minutes portal.
  • No staff are expected to attend unless prior arrangements have been made.
