Staff initiated discussions with NC State Historic Preservation Office (SHPO) officials who specialize in properties that are listed in the National Register of Historic Places (NRHP) to discuss Cary’s plans for relocating and preserving key structures in the Town. Staff has since been in regular contact with SHPO, including hosting tours of the Nancy Jones House, the Ivey-Ellington House and the surrounding downtown area. Being impressed with the Nancy Jones House’s age and architectural significance, the SHPO staff expressed interest in bringing other specialists from around the state to perform a more in-depth analysis. Per another suggestion from SHPO, Cary officially enlisted the services of Chapel Hill-based ThoughtCraft Architects to assess the Nancy Jones House and provide recommendations on how to best safeguard its condition until it can be moved. Additional discussions with SHPO regarding the Nancy Jones House and Ivey-Ellington House are pending future on-site visits.

During Q3, there were 26 cases in the rezoning process; two cases were approved: 

• Roberts Road (18-REZ-11) – Request to apply initial Town of Cary zoning to 37.47 acres located at 7124 Roberts Road. The approved zoning district is Transitional Residential Conditional Use (TR-CU), with zoning conditions that include limiting land use to townhouses and neighborhood recreation with a maximum density of 2.64 dwelling units per acre for a maximum of 99 units.
• Carpenter Village PDD Amendments: Ferrell Farms (19-REZ-24) – This rezoning request was for an amendment of a portion of the previously-approved PDD located on the north side of the intersection of Morrisville Carpenter Road and Village View Lane. The amendment increased the building height on townhome units in a portion of the PDD from 35 feet to 42 feet.

Eight development plans were approved in Q3. Waste Management’s Material Recovery Facility building was the only non-residential building approved and totaled 40,800 square feet. In addition to the non-residential use, development plans were also approved for 28 multi-family units at Urban Place and 184 single-family lots at James Grove at Alston Town Center. The other approvals were for revisions to already-approved plans.

In Q3, 16 new non-residential permits were issued for a total of 134,420 square feet. The three largest new non-residential permits issued were: 

• Lowes at Greystone – Located at 687 Mills Park Drive, this permit was for a 49,773-square-foot grocery store.
• Waste Management Recycling Facility – Located at 10415 Globe Road, this permit was to add
  a 40,522-square-foot enclosed Material 
• Recovery Facility (MRF) north of the existing transfer station.
• Bitting Electric – Located at 1000 Northgate, this permit was for the construction of a 15,000-square-foot, one-story, open-air, pre-engineered metal shed utility building. 

There were 141 permits issued for non-residential alterations and additions in Q3. This is 20 permits, or 14 percent higher than Q2, and 12 percent more than Q3 of FY 2019. The top three non-residential additions and alterations were: 

• Crossroads Office – Located at 2333 Walnut St., this permit was for converting 140,903 square feet from a car dealership to office space. 
• Xerox – Located at 11000 Weston Parkway, this permit was for the demolition of 46,049 square feet of office space to a shell condition.
• Community Care of NC – Located at 1000 Centergreen way, this permit was for third floor renovation of 32,222 square feet.
