MEDIAN PLANTINGS

Purpose

To adopt an official policy pertaining to the installation of median plantings on Town of Cary and NCDOT roads located within the Town limits or its ETJ. This will allow for a systematic process that staff can follow to prioritize median planting projects. 

Coverage

This policy, upon adoption by the Town Council, shall be applicable to all medians until such time the policy statement is altered, modified, or rescinded by the Town Council.  This policy does not address median maintenance service levels or responsibilities.

Policy

The Cary Town Council hereby establishes the following policy to ensure that median plantings are done in a priority manner.

A.  Citizens may submit requests for medians to be planted.  These requests will be added and evaluated within the qualifying criteria, as described in the table below. 

B.  Staff will estimate construction costs annually based on existing NCDOT guidelines, and present an annual median planning priority list to Town Council for approval as a component of the Annual Budget. Some locations may be divided into multiple phases at a logical breaking point along the median in the event construction costs exceed the approved annual budget.

C.  Staff recommended median plantings requests will be compiled annually and incorporated into the rating and approval process described in Section B above.
