Karen Mills retired from the Town of Cary in August of 2022 after serving with the organization for more than 31 years. Karen was first hired as Cary’s Director of Finance in May of 1991, overseeing about 20 people at only 29 years old. Karen is credited for creating and maintaining a world-class utility service, earning Cary its AAA bond rating, and leading Cary through numerous budget cycles as well as its transition to a rolling budget process. The success of Karen and her team is recognized year after year when the Government Finance Officers Association presents Cary with its Distinguished Budget Award. After retiring as Chief Financial Officer, Karen leaves behind a legacy of process improvement and devotion to Cary employees and citizens. 

Debra began her career with the Town of Cary as an inspection scheduler. More than 30 years later, she retired in 2022 as the Associate Director of Planning. As a longtime resident, Debra’s relationships and familiarity with Cary contributed to her passion and success while serving in various roles. Perhaps most notably, Debra was fundamental in orchestrating major rezoning cases and development projects in Cary over the last several years. With a background in theater and continued involvement with the Cary Players, Debra mastered a confident and commanding presence at Town Council meetings that continues to serve as an example for all Cary staff.

Howard Manning served as the Executive Director of Dorcas Ministries from 2005 until his passing in 2022. He worked tirelessly to support the Cary community through his work at Dorcas in addition to roles on the Board of Directors for the Cary Chamber of Commerce, Cary Rotary Club, the Western Regional Advocacy Committee, Centre for Homeownership and Economic Development, and the Capital Area Workforce Development Board. In 2017, he was recognized by the Cary Chamber of Commerce as Citizen of the Year. His passion and commitment to bettering the lives of others was fueled by his Christian faith. Howard’s legacy lives on through the continued impacts of Dorcas Ministries’ services.

Howard Johnson served as the Cary Chamber of Commerce President for over three decades before stepping down in 2021. Howard’s leadership helped to strengthen the Chamber, business community, and Cary as a whole. Through his tenure, Howard grew the Chamber from only 300 members to over 1,200 — making it the sixth largest in the state. In his first year, one of his major accomplishments included developing the organization’s longstanding four pillars: Economic Development, Member Business Services, Education, and Governmental Affairs. Howard’s time and talent have helped make Cary an attractive international destination for business. He continues to be recognized as the face of the Cary business community.
