Pilot Program: Library Parking Deck Gates Project

With a commitment to proactively manage parking in the downtown area, Cary is installing gates at the Downtown Library Parking Deck. This pilot project is Cary’s first public parking deck gate installation and stems from recommendations in its 2022 Downtown Strategic Parking and Mobility Plan. Over the coming months, citizens can expect to see gates installed at both entrances of the parking deck. This pilot project will allow Cary to understand this parking deck usage, test technologies to best manage parking, and passively collect capacity information. Throughout the duration of the pilot, the Downtown Library Parking Deck remains fee-free to use.

Gate installation and activation will occur in phases, with access to the parking deck ensured throughout all phases.

Phases 2-3 (Winter-Spring 2024)

Now that gate and median installation as part of the smart parking technology has been completed, Cary will continue to test the smart technology and analyze the results of collecting parking deck behavior data. Embodying a pilot mentality, future phases of work are defined but not held to a specific timeline. Once a baseline of behavior is established, the pilot will move to Phase 3. Phase 3 of the pilot project will activate the gates in a manner that proactively manages capacity and occupancy. Before Phase 3 begins, notification will be provided to the public and neighbors directly around the parking deck.

Cary is also in the process of fabricating informational signage for both entrances that will tie to the smart parking system. The signage material is currently delayed due to supply chain issues.  The installation of signage and infrastructure can continue once the material is procured and signs are delivered. 

More phases may be necessary as we learn through the pilot and continue operationalizing the Downtown Strategic Parking and Mobility Plan.

Phase 1 (Fall 2023)

In November 2023, crews working on behalf of Cary installed gate infrastructure at each entrance of the Downtown Library Parking Deck. The scope of work included creating a concrete island at each entrance and installing underground and above-ground conduits to support and protect the gate equipment.
