Park projects completed by the Town are identified and reviewed in the Town's Capital Improvement Budget (CIB) and Ten Year Plan (CIP).

As funding is allocated, the first step in the development of Town of Cary parks lies in the form of strategic plans. The Cary Community Plan, adopted in January 2017, replaces the Parks, Recreation, and Cultural Resources (PRCR) Master Plan of 2012, which focused on identifying necessary enhancements to existing parks as well as new park development. It identified specific implementation responsibility and timelines, and allowed for regular follow-ups on results of plan recommendations.

Both the Cary Community Plan and the 2012 Master Plan had extensive participation by Town of Cary community groups as well as the public at large. The current projects listed are a result of this planning and the approval of the Town's CIB.
