Cary is committed to ensuring that a variety of housing options are available throughout the Town to meet the needs of all the diverse households who wish to make their home here.

While commercial housing developers meet most of that demand, some areas of the housing market are under-supplied. In particular, housing for those with special needs, seniors on fixed incomes, and those just starting on the housing ladder often have limited housing options in Cary. With the adoption of the Cary Community Plan in 2017, the Town reaffirmed its policy of encouraging and supporting the provision of affordable housing, particularly in response to the changing needs of Cary’s families in the coming years.

Cary prioritizes increasing the amount of affordable housing to help promote economic, racial and ethnic diversity while also enlarging the pool of workers for local employers, including the Town government. Cary helps to provide affordable housing within its limits by providing funding assistance to developers and nonprofit organizations to build low-cost housing for sale and affordable rental apartments

The Town, with assistance from HR&A, is currently undertaking a housing study and will update the Affordable Housing Plan within the next year. To see what activities we are supporting, view the 2020 Affordable Housing Plan adopted in October 2010. 

The Town has assisted numerous non-profit developers including (DHIC) and Evergreen Construction in funding a variety of family and elderly rental developments throughout the Town. Healthy Neighborhoods Initiative

The Town of Cary is consistently recognized as one of the best places to live in America. One of the reasons for that is the very high standard to which residents maintain their homes. However, as properties and households age, some residents face difficulties with the maintenance necessary to keep their homes in good condition. The Town recognizes that this can be a significant burden to residents and to Home Owner Associations. To assist with this, the Town offers two programs:

Neighborhood Improvement Grant Program

For neighborhood and Community organizations, the Neighborhood Improvement Grant Program - provides small, matching grants to qualified organizations for neighborhood improvement projects. Grants are typically limited to between $500 and $5,000 on a matching funds basis. Qualified organizations include neighborhood associations, homeowner’s associations, Community Watch groups or an organized committee of neighborhood residents. Examples of projects that may be funded include landscaping and tree planting projects, neighborhood signage, playgrounds and environmental improvements such as restoration of watershed facilities, stream banks, ponds or stormwater facilities. Funds may also be awarded to help with the legal expense of forming a neighborhood or homeowner’s association.

Housing Rehabilitation Program

For individual homeowners, there is the Housing Rehabilitation Program - This program provides deferred loans to assist with the costs of repairs and the rehabilitation of homes to eligible homeowners, including seniors, families on limited incomes and households with disabilities. These interest free loans require no monthly payments and become grants after a period of time so long as certain conditions are met. Typical repairs eligible for assistance include: replacement of roofs, heating and A/C systems, electrical and plumbing issues and the installation of handicapped ramps.
