Infrastructure projects that require an environmental review under the State Environmental Policy Act (SEPA) are required to have an environmental assessment (EA) or environmental impact statement (EIS) developed to examine both the direct impacts and the secondary and cumulative impacts (SCI) of the project.
The Towns of Apex, Cary, Holly Springs and Morrisville worked with the NC Department of Environmental Quality (DEQ to develop an environmental review process that comprehensively addresses SCI and the programs in place to manage the potential impacts of growth. As a result, each town has an SCI Master Management Plan (SCIMMP), which describes the existing environmental conditions within the town’s planning area, land use and infrastructure master plans, the potential SCI resulting from planned infrastructure, and the management programs which address the SCI. Environmental assessments and environmental impact statements will reference the SCIMMP for SCI.
