Call 311 or use this web form to report any substances dumped on or in a storm drain or directly into a body of water. Paint, motor oil, and construction material are common examples of substances that should never enter our waterways. Thank you for helping us protect our water resources.

Make sure to include the following information:

  • Date and time the pollution was observed
  • Weather conditions
  • Location where dumping/spill was observed (include specific address and responsible party if possible)
  • Drainage system that was impacted (storm drain/ditch/street/stream/pond)
  • Materials dumped or spilled
    • Automotive (oil, gas, antifreeze, etc.)
    • Paint
    • Garbage
    • Sewage
    • Dirt/sediment
    • Concrete spoils
    • Construction spills
    • Carpet cleaning wastewater
    • Unknown (describe)

Allowable discharges that do not need to be reported include:

  • Residential and charity car-washing
  • Dechlorinated swimming pool discharges
  • Air conditioning condensate
  • Street wash water
  • Flows from firefighting activities
  • Waterline and fire hydrant flushing
  • Footing and foundation drains
  • Water from crawl space pumps
  • Rising groundwater
  • Landscape irrigation
