Types of Affordable Housing
There are three basic types of federally assisted subsidy programs which support affordable housing in Wake County, including housing options in Cary. These programs help make rents more affordable for those on low and moderate incomes, including seniors on fixed incomes:
- "Tenant based" subsidies given to an individual household, known as the Housing Choice or Section 8 program
- "Project based" subsidies given to the owner of housing units that must be rented to lower income households at affordable rates
- Public Housing, which is usually managed by a Municipal Housing Authority
Public Housing
Public housing, which is housing that is owned and run by a local Public Housing Authority (PHA), is not available in Cary. The Town of Cary is not a Public Housing Authority and does not directly or indirectly manage any housing. However The Housing Authority of the County of Wake offers housing in nearby communities including Apex, and both the cities of Raleigh and Durham have Public Housing Authorities which can be accessed here:
Subsidized Housing
At present, there are two main types of subsidized housing in Cary: Subsidized and tax credit properties. In each case, the property developers receive funding assistance to construct the homes or apartments in exchange for agreeing to rent the units at affordable rates. In general, subsidized housing is owned by a private landlord or nonprofit organization that manages the building and received a subsidy to assist with the original construction costs, usually in the form of a tax credit through the Low Income Housing Tax Credit program (LIHTEC) or through Project-Based Section 8 payments. Both these forms of subsidy require that a housing provider maintain affordable rents for units developed with the subsidy for a certain number of years. If you are a tenant in one of these developments you cannot move elsewhere and keep the project-based subsidy.
Housing Choice Vouchers
A voucher is a form of rental assistance to help people find an apartment in the private market. Usually referred to as Housing Choice Vouchers or Section 8 (tenant-based) vouchers. These vouchers provide a housing subsidy that is paid to a landlord directly by the Public Housing Agency on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Housing choice vouchers are administered by Public Housing Agencies (PHAs). The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program. Generally, if you earn less than fifty percent (50%) of the Area Median Income (AMI) for the area where you live, you can qualify. However, eligibility varies and it is best to contact your local PHA to confirm eligibility and program application requirements.

Rent Amounts
For subsidized apartments, the rents are based on a resident’s total income with some allowances for medical expenses. For tax credit apartments, the rents are all the same, but there is usually a minimum and a maximum income range set for which all residents must qualify. Some apartments are age restricted, or have an age limit for seniors, while others are open to all seniors, or are in complexes with a mix of families and seniors.
Senior Housing
There is a set income limit for seniors desiring to live in these units which cannot be exceeded. These income limits are based on the US Department of Housing and Urban Development’s (HUD) median income for the area and are adjusted every few years.
